CAI-CLAC is proud of its accomplishments in Sacramento.
With each legislative session, there are new legislators and legislative aides to educate about the Common Interest Development Industry and new challenges from those who seek to micromanage HOA governance.
A large part of our time is now spent on helping the California Law Revision Commission carefully, thoughfully and prudently revise and update the Davis-Stirling Act.
Convened our 15th Annual Legislative Day at the Capitol and 'Community Plus' education seminars. Board members, managers, attorneys and home owners were briefed on pending legislation and lobbied their senator and assembly member. They also received expert advice from managers, judges and attorneys on HOA governance.
* Convened industry wide Roundtable Forums to establish better relations among owners, boards, State officials, lenders, managers, trustees, large and small HOAs, and developers as we all face legislation that impacts us all.
* In 2004, organized a Governor's Veto Campaign to stop a bill regarding assessment collection and nonjudicial foreclosures. This successful effort lead to improvements in a similar follow up bill in 2005 that pared down significant issues to a much more reasonable and acceptable level.
* CAI-CLAC testified and lobbied legislators, capitol staff and other lobbying organizations to the point where their bills were amended to our satisfaction. Sometimes this meant we agreed to less harmful provisions; other times we simply altered the bill to our complete satisfaction.
* We monitored more than 7,000 bills and involved ourselves in more than 60 'hot' bills that effected our communities.
* Lead the fight to defeat two motorcycle bills, got one pet bill vetoed, and another stalled for one year. All these bills micromanaged community associations and removed their local authority to self-govern.
* We helped stop the 'forced entry' telecommunications bill.
* We had our say in construction defect legislation to ensure associations were treated fairly.
* We were responsible for the removal of HOAs from a bill that would have required all lead based paint removed or encapsulated at a cost of untold hundreds of millions of dollars.
* We participated on a special Senate task force to review the Davis Stirling Act; and are now working on a similar review by the California Law Revision Commission.
* We conducted a 'CID Poll' to obtain local HOA opinions on issues and proposed legislation; the poll results were communicated to legislators.
* We faithfully represent you, and enjoy the trust of other lobbying organizations and legislators. CAI-CLAC is very credible.
